<br />I <br /> <br />I <br /> <br />as set up at that time, .that the all-federal <br />would make a greater contribution to the Basin <br />Fund after about seventy years than would the <br />utilities presentation. I know that there was <br />much discussion about that and differences of <br />opinion. I'm only telling you of the matters <br />that entered into my reasoning that the all- <br />federal, after about seventy years, up to that <br />time, I'm convinced that the utilities system <br />puts more money into the Basin Fund. But after <br />about 65 or 70 years the all-federal system, and <br />as stated by the all-federal system, puts more <br />money into the Basin Fund and it was stated by <br />Mr. Sparks at that time. He explained that <br />difference by saying that one was a private <br />enterprise operation that had to pay interest, <br />had to pay money to stockholders and taxes, <br />and the other was a federal operation." <br /> <br />MR. STAPLETON: <br /> <br />"Governor Johnson, I don't believe you <br />understood my question. My question was whether <br />or not all this staff information that had been <br />prepared at great time and expense by our Board <br />had been submitted by you to other members of <br />the Commission?" <br /> <br />GOVERNOR JOHNSON: <br /> <br />"No, it had not. I submitted no figures to <br />the other Commissioners." <br /> <br />MR. STAPLETON: <br /> <br />"Turning now to the next to the last page, <br />you cite some figures in there about payments. <br />From what source did these figures originate?" <br /> <br />GOVERNOR JOHNSON: "They originate from - the all-federal are <br />figures I got from the Bureau's contention and <br />the utilities I got from the utilities. How- <br />ever, I checked these figures on this chart <br />with Mr. Kuiper and while I can't speak for <br />him and don't want to, it was my understanding <br />in my conversation with Mr. Kuiper that he <br />agrees with - no, I won't put it quite that <br />way - that he didn't dispute the figures of the <br />utilities but he felt that by interconnection <br />at Farmington with the utility thermal plant <br />that the all-federal would be able to compete <br />with the figures that the utility companies had <br />submitted." <br />
