<br />I <br /> <br />Now at about that time, or at some time <br />perhaps previous thereto, the State Engineer of <br />New Mexico inquired as to whether or not any <br />offers had ever been received from the private <br />utility companies as the resolution indicated. <br />Governor Clyde then asked the Secretary, Mr. <br />Goslin, if he had received any such offers. <br />Mr. Goslin said 'No, I have never seen any such <br />. offers'. Commissioner Johnson then stated that <br />it was his understanding that the written pro- <br />posals would be submitted to the Commission <br />office in Salt Lake City after the adoption of <br />the necessary Commission resolution. The State <br />Engineer of New Mexico then stated that it was <br />his position that the Commission resolution <br />should not be released until the written proposals <br />of the private utility companies were received by <br />the Commission. Some rather uneasy conversation <br />then took place between Commissioner Johnson, <br />Governor Clyde and the Secretary of the Commis- <br />sion, as to the discussion of the mechanics of <br />getting, as soon as possible, these written <br />proposals from the various private utility com- <br />panies. <br /> <br />This little byplay turned out to be, in my <br />considered opinion, a deliberate deception be- <br />cause it turned out that these written proposals <br />were on hand all the time. <br /> <br />I <br /> <br />For the thirty minutes I was having the <br />clean copies of the resolution typed, Governor <br />Johnson and Governor Clyde were meeting in the <br />Argonaut with Mr. Patterson of the Public Ser- <br />vice Company of Colorado. After the clean copy <br />of the resolution was typed, I gave a copy to <br />Commissioner Johnson and he in turn went back to <br />the Argonaut Hotel and continued his meeting with <br />Mr. Patterson. The commission meeting had been <br />recessed and we sat around some time pending the <br />return of Governor Johnson and Governor Clyde. <br /> <br />Now at this time these missing letters from <br />these five utility companies, one of which was <br />dated a day or two before from Portland, Oregon, <br />the home of the Pacific Power and Light Company; <br />from Phoenix, Arizona; from Albuquerque; from <br />
