"Fine. Then I will tell you the supposition
under which I think this meeting is being con-
ducted and if there is any disagreement among
the members of the Board I would like comment
on that before we get into the meat of the
meeting.

I've been on this Board five or six years
and I've always understood, and it has always
been commented, that this Board, with the Gover-
nor, sets the water policy, particularly in this
area. It was on this supposition and premise
that the vote was taken and the resolution
passed at our last meeting. Unless there is
some disagreement among the members of the
Board, this is the ground rule upon which we'll
conduct this meeting today. Is there any
comment?

Hearing none, I would now like to call on
the Director to discuss, first of all, the
background that occasioned the calling of this
meeting. Governor Johnson, who has almost
always been present at our meetings, has been
invited and is again here today and the Board,
I am sure, wants to give him a full and com-
plete opportunity to discuss this question
with the Board in the hope that the matter
may be, in some method, resolved. So I'll call
on Mr. Sparks, the Director of the Board, for
his comments."

"Gentlemen, as you know, following the
Upper Colorado River Commission meeting of
September 1st here in Denver, I contacted as
rapidly as I could the various members of the
Board and asked for a poll of the proper date
upon which to have this Board meeting. It was
agreed by all members that we would have this
meeting on this date in connection with the
resolution which was adopted on September 1st
by the Upper Colorado River Commission. I
then contacted Governor Johnson and informed
him that I intended to present to the Board my
impression and my recollection of What happened
at the meeting of the Upper Colorado River Com-
mission and asked him if he could be here in
