Then I will tell you the supposition <br />under which I think this meeting is being con- <br />ducted and if there is any disagreement among <br />the members of the Board I would like comment <br />on that before we get into the meat of the <br />meeting. <br /> <br />I <br /> <br />I've been on this Board five or six years <br />and I've always understood, and it has always <br />been commented, that this Board, with the Gover- <br />nor, sets the water policy, particularly in this <br />area. It was on this supposition and premise <br />that the vote was taken and the resolution <br />passed at our last meeting. Unless there is <br />some disagreement among the members of the <br />Board, this is the ground rule upon which we'll <br />conduct this meeting today. Is there any <br />comment? <br /> <br />Hearing none, I would now like to call on <br />the Director to discuss, first of all, the <br />background that occasioned the calling of this <br />meeting. Governor Johnson, who has almost <br />always been present at our meetings, has been <br />invited and is again here today and the Board, <br />I am sure, wants to give him a full and com- <br />plete opportunity to discuss this question <br />with the Board in the hope that the matter <br />may be, in some method, resolved. So I'll call <br />on Mr. Sparks, the Director of the Board, for <br />his comments." <br /> <br />"Gentlemen, as you know, following the <br />Upper Colorado River Commission meeting of <br />September 1st here in Denver, I contacted as <br />rapidly as I could the various members of the <br />Board and asked for a poll of the proper date <br />upon which to have this Board meeting. It was <br />agreed by all members that we would have this <br />meeting on this date in connection with the <br />resolution which was adopted on September 1st <br />by the Upper Colorado River Commission.
