P.E. _.CWCB TO: Members, CWCB FROM: Dan Merriman DATE: February 25, 1993 SUBJECT: Agenda Item lla, March 4-5; 1993; Board Meeting-- Instream Flow Program: Preliminary Notice Water Division 1, Boulc\er County Streams GENERAL BACKGROUND The attached Preliminary Notice includes recommendations for three stream segments on Boulder and North Boulder Creeks (see attached map). The City of Boulder has donated senior water rights to the Board which will be used to help support the recommended flows identified herein. Since the City and the Board are currently involved in Case No. 90CW193, which will change the donated municipal rights to instream flow purposes, it is important that the Board begin the appropriation process on these three segments. TECHNICAL INVESTIGATIONS The enclosed packet of preliminary technical data forms the basis for the staffs recommendations. Natural Environment Studies The Colorado Division of Wildlife (DOW) has conducted field surveys of the fishery resources on these streams and has found a natural environment which can be preserved on each of these streams. To quantify the resources and to evaluate instream flow requirements, the DOW collected biologic and hydraulic data which was analyzed by the DOW and Boarg staffs. Based on the results of these analyses, the DOW prepared recommendations of the amount of water necessary to preserve the 'natural environment to a reasonable degree for each of the streams on the attached Preliminary Notice.
