Agenda Item 6, March 4-5, "1993, .Board Meeting--
Instream Plow Program: Rules and Regulations

On February 19, 1993, the Board was provided with a draft copy of the proposed
Rules and Regulations Concerning Colorado's Instream Flow and Natural Lake Level
Program. That draft incorporates comments and recommendations by the ISF
Subcommittee and represents over two years of effort by the Board to address the many
complex policy, procedural and legal issues which make up Colorado's Instream Flow
Program.

At this time, I would like to req1est that the Board approve release of the draft
Rules and Regulations, with whatever modifications the Board deems appropriate, for
distribution to the public for review and comment. In order to solicit comments from all
geographic areas of the state, I would also request that the Board authorize the staff to hold
public meetings in each of the seven drainage basins as well as in North Park and the
Denver Metro Area.

Staff Recommendation

The staff recommends that the Board approve release of a Public Review Draft of
the Rules and Regulations and authorize the staff to hold public meetings throughout the
state to solicit public comment on the proposed Rules and Regulations.
