<br />Agenda Item lla <br />February 25, 1993 <br />Page two <br /> <br />- <br /> <br />appropriations, the staff analyzed available USGS gage records, available streamflow <br />models, and/or utilized appropriate standard methods to develop a hydrograph of mean <br />monthly flows for each recommendation. The staff relied upon the flow measurements <br />made as part of the field survey as an indicator of the amount of water physically available <br />in each stream. Water for the subject appropriations is based partly on the donation of up <br />to 1.5 cfs of senior water rights from the City of Boulder. The Board staff consulted with the <br />Division 1 Engineer and District 6 Water Commissioner to discuss the donation of Boulder's <br />senior rights and to identify any potential water availability problems. The staff has found <br />that no problems exist and that water is available for appropriation. Based upon the above <br />analysis, the staff concludes that water is available for appropriation on each stream to <br />preserve the natural environment to a reasonable degree without limiting or foreclosing the <br />exercise of valid existing rights. <br /> <br />STAFF RECOMMENDATION <br /> <br />For each stream listed in the attached Preliminary Notice, the staff recommends that <br />the Board preliminarily, <br /> <br />(1) <br /> <br /> <br />/ <br /> <br />/ /' <br />ake the following determinations: <br /> <br />. <br /> <br />(a) A natural environment does exist on each stream; <br /> <br />(b) Water is available in each stream for appropriation; <br /> <br />(c) The natural environment will be preserved to a reasonable degree by <br />the water available for the recommended appropriations; <br /> <br />(d) There is a natural environment that can be preserved to a reasonable <br />degree with the recommended water rights, if granted; and <br /> <br />(e) Such natural environment can exist without material injury to water <br />rights. <br /> <br />(2) Staff also recommends that the Board advance the streams listed in the <br />attached Preliminary Notice to Final Notice status. <br /> <br />DCM/JB <br />Attachments <br /> <br />F1NBLDDO.MEM <br /> <br />.. <br />
