<br />< <br /> <br />5/1 0/99 Draft <br /> <br />, <br /> <br />DRAFT OF PROPOSED ADDITIONS AND AMENDMENTS TO RULES AND REGULATIONS _ <br />OF THE COLORADO WATER CONSERVATION BOARD _ <br /> <br />4.00 DEFINITIONS <br /> <br />4.40 Final Staff Recommendation: Staffs instream flow recommendation to the Board based <br />on Staffs data and report and public comments and data contained'in the official record, <br /> <br />5.00 ORIGINAL APPROPRIATION PROCEDURE <br /> <br />5.10 Recommendation of Streams and Lakes for Protection. All persons interested in <br />recommending certain stream reaches or natural lakes for inclusion in the ISF Program may <br />make recommendations to the Staff at any time. Staff will collaborate with State and Federal <br />aaencies and other interested persons to plan and coordinate collection of field data necessary <br />for development of ISF recommendations. The Staff shall periodically advise the Board of <br />streams and lakes being studied for inclusion in the ISF Program. <br /> <br />5.11 Method of Makina Recommendations. All recommendations transmitted to the Board for <br />water to be retained in streams or lakes to preserve the natural environment to a reasonable <br />degree must be made with specificity and in writing. <br /> <br />5.20 Board Approval Process Periodically, after studying streams and lakes for inclusion in the <br />ISF Program, Staff will recommend that the Board appropriate an ISF right. The Board and Staff will use the followina annual schedule for initiating. _ <br />processing and appropriating ISF water riahts: <br />Januarv: <br />. January Board Aaenda will list all proposed ISF seaments to be appropriated that <br />vear. <br />. staff will provide all the data and enaineerina supportina the proposed ISF <br />appropriation to the Board prior to or at the January Board meeting. <br />. Staff will present its information and recommendation for each proposed ISF <br />appropriation at the January Board meeting. <br />. The Board mav form its Intent to Appropriate for each proposed ISF appropriation at <br />the January Board meetina, <br /> <br />Februarv: <br />. Notice of intent to appropriate will be published in the Water Court Resume of the <br />relevant water division, <br /> <br />Januarv throuah June: <br />. Any person may comment on the proposed ISF appropriations. <br />. The official record will close on June 15. <br /> <br />Julv: <br /> <br />. Staff will make its final recommendation to the Board. based upon its report. public <br />comments. and data contained in the official record. at the July Board meeting, _ <br />.
