<br />. . <br /> <br />'. <br /> <br />. <br /> <br />. <br /> <br />DISCUSSION <br /> <br />Due to the limited funds that are available for flood control construction fund <br />applications, staff must consider the immediate need for each request. At the November <br />1999 CWCB meeting, staff had prepared a funding proposal for the Year 2000 <br />Construction Fund dollars for flood control projects, <br /> <br />The Board received a request from the City of Ouray dated December 30, 1999 <br />for additional funding for their Skyrocket Creek Deflection Structure Rehabilitation <br />project. The City's request is for an increase in their SB 99-173 authorization and <br />funding - See agenda item Il,e for request details. To address this request, the Board <br />staff must operate within the total of $840,000 dollars, which is allocated for flood <br />control projects, <br /> <br />The staff discussed the November 1999 Bosley Wash recommendation with the <br />project sponsors, During these discussions, staff eXplained that priority is given to an <br />existing authorized request when allocating flood control construction fund dollars, <br />Following this guideline, staff finds that it is necessary to revisit the November 22- <br />23,1999 CWCB recommendations regarding flood control projects, <br /> <br />To address the City of Ouray increased loan-funding request; staff needs to revise <br />its November 1999 project recommendation for the Bosley Wash application. Staff <br />advised the Bosley Wash sponsors on January 12, 2000 that their November 23, 1999 <br />construction fund recommendation would be subject to change at the January 26, 2000 <br />Board meeting. <br /> <br />PROPOSED CHANGE <br /> <br />The proposed changes that were discussed with the Bosley Wash Feasibility <br />Study sponsors - Grand Junction Drainage District and Mesa County, Colorado are: <br /> <br />I, The total study/demonstration project funding authorization would be reduced from <br />$75,000 to $65,000, <br /> <br />2, The $65,000 funding authorization can be allocated as follows: <br />. Feasibility Study not to exceed $50,000, with the remaining $15,000 available for <br />the demonstration project feature; or <br />. Demonstration Project features not to exceed $25,000, with the remaining <br />$40,000 available for the feasibility study, <br /> <br />The project sponsors have agreed to the proposed changes in the previously approved <br />recommendation for Agenda Item l5,e at the November 23, 1999 CWCB Board meeting, <br />
