DISCUSSION

Due to the limited funds that are available for flood control construction fund
applications, staff must consider the immediate need for each request. At the November
1999 CWCB meeting, staff had prepared a funding proposal for the Year 2000
Construction Fund dollars for flood control projects,

The Board received a request from the City of Ouray dated December 30, 1999
for additional funding for their Skyrocket Creek Deflection Structure Rehabilitation
project. The City's request is for an increase in their SB 99-173 authorization and
funding - See agenda item Il,e for request details. To address this request, the Board
staff must operate within the total of $840,000 dollars, which is allocated for flood
control projects,

The staff discussed the November 1999 Bosley Wash recommendation with the
project sponsors, During these discussions, staff eXplained that priority is given to an
existing authorized request when allocating flood control construction fund dollars,
Following this guideline, staff finds that it is necessary to revisit the November 22-
23,1999 CWCB recommendations regarding flood control projects,

To address the City of Ouray increased loan-funding request; staff needs to revise
its November 1999 project recommendation for the Bosley Wash application. Staff
advised the Bosley Wash sponsors on January 12, 2000 that their November 23, 1999
construction fund recommendation would be subject to change at the January 26, 2000
Board meeting.

PROPOSED CHANGE

The proposed changes that were discussed with the Bosley Wash Feasibility
Study sponsors - Grand Junction Drainage District and Mesa County, Colorado are:

I, The total study/demonstration project funding authorization would be reduced from
$75,000 to $65,000,

2, The $65,000 funding authorization can be allocated as follows:
. Feasibility Study not to exceed $50,000, with the remaining $15,000 available for
the demonstration project feature; or
. Demonstration Project features not to exceed $25,000, with the remaining
$40,000 available for the feasibility study,

The project sponsors have agreed to the proposed changes in the previously approved
recommendation for Agenda Item l5,e at the November 23, 1999 CWCB Board meeting,
