SPARKS: <br /> <br />We now have a situation in Colorado where <br />one reservoir has been constructed and completed <br />for many years and nobody wants the water. We <br />also have the Platoro Reservoir in the San Luis <br />Valley which was constructed and no contract as <br />yet has been approved, although one has been <br />signed by the local people now and it is up for <br />approval by the Congress. <br /> <br />On our priority list we have projects which <br />will all cost somewhere from a quarter of a <br />million to a million dollars to investigate them <br />alone, where this Board has never received any <br />indication that any person in that area is in- <br />terested in this project. As these projects are <br />completed a finished report is submitted to this <br />Board for review and comment. We now have two <br />finished projects for review and comment - the <br />Closed Basin Drain and the Savery-Pot Hook Proj- <br />ects. On the Closed Basin Drain, we forwarded <br />that to the local people, the local districts <br />concerned - the Conejos and the San Luis Valley. <br />On the Savery-Pot Hook we have no one to consult <br />concerning that project. Yet they are the people <br />whose fate is being determined by the project re- <br />port submitted to us. We have no official agency <br />to now send that project report to and say 'Do <br />you like this or don't you'. That should be the <br />decision of the local people as to whether or <br />not they want a project. <br /> <br />The criteria I would like to see the Board <br />adopt is this: that the State of Colorado will <br />never initiate or recommend the initiation of <br />feasibility studies upon any project until a <br />local conservancy district and sponsoring agency <br />has been established, and that that agency be <br />established at least one year prior to the time <br />these investigations are started." <br /> <br />I <br /> <br />"Mr. Chairman." <br /> <br />"Mr. McCandless." <br /> <br />"May I interrupt you, Larry?
