<br />-......" <br /> <br />I <br /> <br />State Water Resource Planning Development in <br />the State of Colorado' was prepared at great <br />expense, not to mention the work that went into <br />it, and it will be distributed on a very limited <br />scale. As supplements occur they will be mailed <br />to the people who are the holders of this book. <br />We will have a record of everyone who receives <br />this book and as any significant changes occur <br />in any project, they will be forwarded to the <br />holders of the book to be inserted. This is <br />only the first volume. Two more volumes are now <br />in the process of publication. We have spent <br />over a year preparing this but we already have <br />part of the second volume prepared and as rapidly <br />as possible we will prepare these other two vol- <br />umes. <br /> <br />I <br /> <br />This volume includes only potential projects <br />in the State of Colorado which have not been <br />authorized by the Congress, although in many <br />cases work is now taking place on those projects. <br />I'd like to call attention to the Project Prior- <br />ity List on page 100:1(4). That is, generally, <br />as near as I've been able to determine, what <br />the Board has done in the past. At least that <br />is what is now programed by the Bureau of Recla- <br />mation in the way of priority. You will see that <br />this priority list with the work program goes <br />up through the year 1965. Nothing has been pro- <br />gramed beyond that date. Now the problem arises <br />on these priorities that certainly nothing is <br />fixed by this priority list and it is suscepti- <br />ble to change at any time this Board so desires. <br /> <br />The Colorado River Water Conservation Dis- <br />trict has given this matter considerable thought <br />as well as the Southwestern Board and various <br />conservancy districts' boards. I don't think at <br />this time there is any point in trying to say <br />there should be any change in this present list. <br />This is merely to show the Board what is now <br />contemplated. There are some definite recom- <br />mendations that I would like to give to the Board <br />for consideration and possible adoption in <br />evolving a criteria for priority of these proj- <br />ects. There is one thing that I am very much <br />convinced of, and that is that neither the Fed- <br />eral Government nor the State of Colorado should <br />spend money on projects until the local people <br />evidence an interest in the project and are will- <br />ing also to put up some of their own money. <br />
