Because it is tied so directly <br />with our water problems and with the operation <br />of the Compact and the repayments of the cost of <br />our participating projects, this Board probably <br />comes as close to any official body in looking <br />out for Colorado's interest in the power market <br />as well. I think this Board should be alert to <br />the fact that although we cannot take all our <br />535 megawatts in 1970, nothing should be done <br />to make any portion of that inaccessible to us <br />at the time when the demand arises. I think <br />that is a real problem, because the tendency is, <br />once somebody gets hold of some of this power <br />temporarily, even though they say they'll do it <br />on a \on thdrawal basis, they are going to want <br />to hang onto it. It doesn't require any action <br />by the Board at this time but I think it is some- <br />thing the Board should be cognizant of. Some- <br />body is going to have to carry the ball for <br />Colorado and I don't see anybody-else in sight <br />that can do it except the Water Board." <br /> <br />"Mr. vlilliams." <br /> <br />"I think probably the progressive amounts <br />in there must fit the filling of that reservoir <br />too. There won't be that full amount for a good <br />many years. It's going to take up to 20 years <br />to fill the reservoir and that's one reason for <br />it, isn't it?" <br /> <br />"I'm sure that it is." <br /> <br />"Mr. Kuiper." <br /> <br />"As to that point, Ray, this primary mar- <br />ket area designation is the thing that we feel <br />is extremely important because if this area is <br />designated as a primary marketing area, then <br />that power will be recoverable. The primary <br />reason for putting in this schedule of avail- <br />ability to the State of Colorado was to give <br />the Secretary or whatever other contracting <br />agency he may designate, some sort of a guide <br />as to the termination or escape clause in tempo- <br />rary marketing arrangements in areas outside <br />the Basin." <br /> <br />"I assume that the Board's approval of <br />this report indicates that I should communicate <br />the necessary recommendations to the Secretary <br />of the Interior." <br />
