R. Kuiper particularly, <br />in drafting this report. As you all know, who <br />have had any experience in making reports of <br />this kind, this falls on one person - the respon- <br />sibility to actually draw all the material to- <br />gether and make the report. Mr. Kuiper did that <br />in this case and I think he should be commended <br />and I think he performed a real service. As <br />you will see from recommendation #2, it's con- <br />ceded that Colorado will not, as soon as Glen <br />Canyon POWer is available, be able to absorb <br />the entire amount of power which Colorado wants <br />and should.have. Arizona would like to take all <br />of the po~er that is available and has indicated <br />that they will take it on a withdrawal basis but <br />they have also put some gimmicks in the with- <br />drawal. They don't want to let go of all of it <br />ultimately. <br /> <br />I <br /> <br />Now Colorado has no official body whose <br />particular premise it is to protect it on matters <br />
