As <br />you will see from recommendation #2, it's con- <br />ceded that Colorado will not, as soon as Glen <br />Canyon POWer is available, be able to absorb <br />the entire amount of power which Colorado wants <br />and should.have. Arizona would like to take all <br />of the po~er that is available and has indicated <br />that they will take it on a withdrawal basis but <br />they have also put some gimmicks in the with- <br />drawal.
