I

MR. NELSON:
MR. STAPLETON:

MR. BARKLEY:

I

the 0urcuu of Rcclamation, both at the regional
level and in the Washington office. Initial
phases of the problems involved have been re-
ceiving much attention and meetings have been
held by Bureau officials with prospective cus-
tomers, both preference and private utility
groups, and with associations in the several
states. Many important factors have to be con-
sidered as these matters progress. The Bureau
is giving consideration to the views of all
parties, and a market area decision will be made
as soon as possible.

Your letter also briefly discusses the
transmission system studies which also are in
progress. These studies are being made under
various assumptions of loads and areas and the
data for any particular studies, such as the
July 10, 1959 one, and the so-called Phoenix
study to which you referred, should not be con-
sidered as fixing a market area or the amounts
of power which will be available in any portion
of the river basin.

Sincerely yours,

/s/

Fred G. I
don't think, in this particular instance, the In-
vestigation Commission as such should be given
too much credit. After all, the burden of this
work has fallen on the committee members that were
named and in addition to those, the four listed
on the second page of the report who were advis-
ors to that committee. They've done, certainly,
yeoman service for this Board. The Investigation
Commission as a Commission have met with them, of
course, in discussion of these problems but the
Commission itself did not get into the many
