Perhaps the <br />report can be criticized in that the his- <br />torical background is rather extensive but <br />let me say that is a thing I got up myself, <br />and when I started getting it up I decided <br />I would educate myself on just what was back <br />of this Colorado River Compact. The further <br />I went in reading, for example, the old Sen- <br />ate Document 226 published in 1918, the more <br />interested I became and the more it became <br />clear to me why the Colorado River Compact <br />was an absolute necessity then insofar as <br />the Lower Basin, particularly the Imperial <br />Valley, was concerned. I hope it is helpful <br />in giving you folks the same information <br />that it gave me. It laid the ground work <br />for the conclusions that I personally <br />reached and did not specifically voice in <br />the report. <br /> <br />What actually happened to us is this - <br />in the early stages of that development down <br />there, the situation in which the Imperial <br />Valley found itself was so desperate that <br />they were willing to, and did, give every <br />conceivable kind of an assurance to the Upper <br />Basin that if we would help them get theirs, <br />they would help us get ours. But they have <br />now reached the point where they feel that <br />their interests are best served by forgetting <br />the circumstances under which the situation <br />actually occurred. Another conclusion that <br />I reached, and I think it is sound, is that <br />the present position taken by the Lower <br />Basin is dictated by the fact their desire, <br />and their contention that they are entitled <br />to have more water pass at Lee Ferry than <br />the Compact permits, emphasizes the fact <br />they want to continue to enjoy cheap power <br />rates and cheap water rates. <br /> <br />I <br /> <br />When we note the, power rates presently <br />charged, which are included in the report, <br />and have in mind the fact that water is be- <br />ing delivered down there under those water <br />contracts at the rates of 25~, 50~, 75~ and <br />$1.00 an acre foot, when compared with what <br />is costing us up here, it makes it seem a <br />little hard for us to bear in the Upper Basin. <br /> <br />Now there is a great deal that remains <br />to be done. I can't tell you all of them. <br />
