1296

So what we have done, or attempted
to do, is to outline the facts as we now
know them so as to provide our spokesman
at these hearings or at these conferences
with such information as we can get at
this time.

,

I might just parenthetically say that
I have recently had the opportunity of
personally reading a report made to the
Board - the Water Conservation Board - by
Jean Breitenstein in 1947. Some of the --
I'll change that -- most, not all, of the
subjects in this preliminary report are
mentioned by Mr. Breitenstein and he con-
cluded his report by saying, in effect,
that unless the State of Colorado wants
to be placed in a position of danger of
losing its most valuable asset, they had
better get on the ball; they had better
begin to make these studies and carry them
forward from that time on, doing the very
thing which the other basin states were
engaged in doing at that time. It is my
opinion ,that the Board did not carry
through with Mr. Breitenstein's very wise
suggestion.

Now in reading over the report, I
presume all of you received a sheet which
I sent you stating that there was one '
error in the dates, the date of the ap-
proval of the Project Adjustment Act.
There are other minor mistakes and one I
will call your attention to now because
it makes the thing read wrong. Page two
refers to geography and it has the Alamo
River flowing southerly - it actually runs
northerly, and there are others and I hope
you disregard those others. This report
was mimeographed rather hurriedly so it
could be available to you in advance of
your meeting today so you would have an
opportunity to look it over.

Also I want you to understand that
I am not at all satisfied with some of
the language, the way some of the things
are phrased. Perhaps some of these news-
paper publishers and editors will be
critical on that but it could be revised

I

I
