I think the next order of business <br />is the report from the Water Investigation <br />Commission and I understand you will make <br />that report, Mr. Barkley." <br /> <br />"First of all, I should apologize. <br />Several of us were out in the lobby when <br />we heard the Board was in session and wait- <br />ing. We were sitting out there waiting for <br />the other room, on the theory you were hav- <br />ing your pictures taken in the Governor's <br />office and were about to come back. We <br />didn't know you were in here. I am sorry <br />we were late. <br /> <br />As most of you know, the Investigation <br />Commission has met several times in the last <br />couple of months. In December we directed a <br />letter to the Director of your Board and to <br />the Attorney General relative to water mat- <br />ters that the Commission felt was of import- <br />ance to the State. <br /> <br />About ten years ago the Board of Direc- <br />tors of the National Reclamation Association <br />thought it was necessary to have a recodifi- <br />cation of all the Federal reclamation laws. <br />That job has been in process of being done <br />over a, long period of time. It is now encom- <br />passed in several volumes of House Documents <br />and should be reviewed with comments by the <br />various 17 states in the west. Not the codi- <br />fication itself, which does not give rise to <br />the particular thing which we in Colorado <br />should be interested in, but the revisions <br />which arise out of this codification. What <br />is being proposed in the way of revision to <br />reclamation laws that might have an effect <br />on water matters in this State, none of us <br />know. We directed this letter, as I say, to <br />your Director and to the Attorney General <br />merely to call it to their attention. How- <br />ever, in discussirgit with the Commission <br />again yesterday and with your Director, we <br />felt that perhaps a more specific recommenda- <br />tion might be made to your Board. <br /> <br />The following motion was adopted by the <br />Commission at its meeting yesterday: <br />
