'It is moved that the Colorado Water Investigation Com-
mission recommend to the Attorney General and the Director
of the Colorado Water Conservation Board that a special com-
mittee be appointed to review and analyze the proposed Codi-
fication and Revision of the Reclamation Laws, as suggested
by the National Reclamation Association, and report to the
Board its findings after review by the Investigation Commis-
sion. It is further recommended that Messrs. Hatfield Chil-
son, Charles Beise, John Hughes and John Clayton be employed
on a contract basis to perform this task.'

I would add to that that we have in
mind the same character of thing be done
by your Board as has been done with your
special legal committee in making your
study of the Colorado River in relation
to the filling of Glen Canyon Reservoir.
That committee, as I think most of you know,
has been doing a pretty diligent job here
for the past couple of months, and I think
all of you have had copies of the report
that is tentative at this stage of the game.
Is John, Sr. here? I think I would rather
have him read his own report.

I might add this, for the information
of the Board, we have talked with all four
of these men and they, I think, are all very
much interested in this particular job at
hand and will find time for them to do the
kind of job this Board would like to have
done.

John, I told them you were probabl1
laboring under the same impression as I,
we thought the meeting was to be in the
other room. I was at the stage of review-
ing the Investigation Commission's work up
to the place of a brief review of the ten-
tative report that you have on hand. I
told them you would make that in behalf of
the Commission."

MR. BARNARD, SR.: "Mr. Chairman, I made a few notes so
I wouldn't get off the track. Recently
there was made what is termed a 'prelimi-
nary report' having to do with the Glen
Canyon filling criteria. It is designated
