We have only been able to dis- <br />charge a very minor portion of,the duties <br />which fall by statute on this Board. We are <br />specifically charged with assistance and co- <br />operation with both governmental agencies <br />and private agencies in the development of <br />water resources. The field of small project <br />construction has long been overlooked in <br />Colorado. <br /> <br />Most of our sister states have set up <br />small state revolving funds to assist in <br />this field and practically all of them have <br />made use, to some extent, of the Small Proj- <br />ects Act, and greater use of the Soil Con- <br />servation Act than we have.
