"Mr. Chairman, I hadn't thought specifi-
cally of a motion. I should have but I will
put out a test motion here that somebody
might want to improve on.

I move that the Colorado Water Conser-
vation Board request the Bureau of Reclama-
tion to include in its studies of western
Colorado projects facilities for oil shale
development especially in the West Divide
Project."

Next item on the agenda then is the
Small Projects Investigation. Larry would
you report on that?"

"Gentlemen, I think most of you are some-
what familiar with the statute which created
this Board. We have only been able to dis-
charge a very minor portion of,the duties
which fall by statute on this Board. We are
specifically charged with assistance and co-
operation with both governmental agencies
and private agencies in the development of
water resources. The field of small project
construction has long been overlooked in
Colorado.

Most of our sister states have set up
small state revolving funds to assist in
this field and practically all of them have
made use, to some extent, of the Small Proj-
ects Act, and greater use of the Soil Con-
servation Act than we have. In trying to
