The field of small project <br />construction has long been overlooked in <br />Colorado. <br /> <br />Most of our sister states have set up <br />small state revolving funds to assist in <br />this field and practically all of them have <br />made use, to some extent, of the Small Proj- <br />ects Act, and greater use of the Soil Con- <br />servation Act than we have.
