<br />.l.:l2:tl <br /> <br />. , <br /> <br />that there are many agencies that lack <br />proper liaison or proper staff to accom- <br />plish the work assigned to them. One of <br />these agencies is the Soil Conservation <br />S~rvice, which has done a tremendous job <br />with the limited facilities that it has. <br />We are specifically charged by statute with <br />assistance to that agency. We have not <br />been able to give them any assistance. <br />They have, as I understand, up to eight <br />million dollars available for expenditure <br />for these small projects. I say small, <br />they can go, as I recall, in cost up to <br />five million dollars. Two hundred and <br />fifty thousand dollar projects can be ap- <br />proved locally. <br /> <br />Th~ addition of Mr. Miller to the <br />staff gave us another engineer who was <br />capable of plannipg and conducting field <br />operations, that is, detailed planning on <br />the ground. At the present time, or up <br />until we hired Mr. Miller, we only had Mr. <br />Kuiper and Mr. Gildersleeve who could ac- <br />complish that type of work. Mr. Miller <br />will be in charge of all small project in- <br />vestigations. We have had numerous in- <br />quiries over the years from various dis- <br />tricts and agencies for assistance and <br />none, or practically none, has been given <br />to them. Mr. ~liller is studying every <br />possible type of financing under present <br />federal law with the view of investigating <br />each particular project and recommending <br />and assisting in the financing. We have <br />found out there is great ignorance as to <br />how these projects can be constructed. I <br />have represented numerous water agencies <br />in my private practice but for the first <br />time I realize that we have made some seri- <br />ous mistakes in small projects which we <br />built privately. Mr. Miller has set up a <br />series of conferences with everybody to <br />date who has requested assistance and we <br />will try to learn their problems. We will <br />furnish a complete planning party for the <br />Soil Conservation Service and for other <br />such agencies. We will be under their <br />direction always to that extent. They will <br />do the major planning but we will assist <br />them so that the projects can be brought up <br />to the construction stage. <br /> <br />I <br /> <br />I <br />
