STAPLE1DN:

"As I recall, most of the shale men
at the time they made the report for the
Colorado Conference Committee, set a date
of 1965 as the start of potential develop-
ment.

I

This atomic blast - I am a little
skeptical of its accomplishing what they
think it is going to accomplish but I do
think the oil shale is moving quite
rapidly. The Three States Committee on
Oil Shale met at Vernal two or three weeks
ago and they are going to have another
meeting soon to decide what to do on the
depletion allowance proposition and I be-
lieve that oil shale is going to be on
faster than we realize."

"Mr. Chairman, it takes a long time to
build projects; it takes a long time to get
them authorized, money appropriated for
them; and when you consider that, 1965 is
not too far away.

If you will, remember the Hill Report,'
I think, at that time~ mentioned an amount
of 300,000 acre feet of water should be
made available for shale development and
without any additional information, which
there may be, without any additional informa-
tion it looks like we could use that figure
of 300,000 acre feet of water that would be
necessary in the oil shale development and
try to incorporate them in the projects which
are proposed now, such as the West Divide.
I don't think we should waste much time on
it. It takes a long time to get these proj-
ects under way. I think it's important that
we get onto it right away."

"Mr. Chairman, I would like to remark
further that that 300,000 acre feet would
practically all have to come from storage
because the stream flow, except in the
spring, is pretty well appropriated and
we would have to have storage for oil
shale projects."

I

"Any
members?
industry
from our

further comment from the Board
I see a member of the shale' oil
here. Are there any comments
visitors? If not, I think a
