I

I

MR. STAPLETON:
MR. SPARKS:

MR. STAPLETON:

13<:b

for oil shale in the West Divide Project
so I thought it would be proper for this
Board to make a formal request to the
Bureau of Reclamation to include studies for
municipal uses and possibly direct indus-
trial uses for the West Divide Project and
possibly the other potential projects in
Colorado in the Yampa-White Basin.

Mr. Larson's, as I recall, statement
said that the Bureau wanted guidance from
this Board as to when we thought we would
need water for oil shale and where we wanted
to get it. The West Divide Project would be
an ideal project to provide some water for
the municipal communities which will spring
up along the Colorado River between Glenwood
Springs and DeBeque and I thought that we
should specifically request the Bureau to
include study and possibly even set a tar-
get date."

"Larry, would you like to answer this?"

"I think that is an appropriate sugges-
tion. We've talked a lot about shale oil
and a good deal of research has been done
on it. I think it would certainly be appro-
priate for this Board to specifically re-
quest the Bureau of Reclamation to consider
a shale oil supply in all their planning in
the Western Slope projects. In that particu-
lar area we would have to give some specific
direction and to do that, we are going to
have to have help from shale oil specialists
from the private companies, which, I am sure,
they will be willing to give. We have not
done anything about it to date but I think
we should immediately request the Bureau to
undertake such studies and that we should
immediately undertake to define the limits
of those studies. I think we can do that
without any particular appropriation of
money and I think we can get the help from
private industry."

"I-read in the paper about this atomic
blast business and the reaction on the shale
oil industry. Is that moving the target
date up for your report? You speak about
a target date and I just wondered what you
had in mind."
