I

I

MR. STAPLETON:
MR. MILLER:

'MR. STAPLE1DN:

MR. TERRELL:

13~3

more water under the Platte River Compact
to the State of Nebraska than we are re-
quired to deliver. With the increased
transmountain diversions now contemplated
by the City of Denver, there is going to
be an increase in the return flow to the
South Platte River, and we should be pre-
pared to take advantage of all those flows
which are now escaping at the state line.

I wanted to bring the matter up since
it may be that the State will have to con-
tribute some money to that study. You will
recall that I requested in this present bud-
get that the investigative funds not be
limited to any area of the State because we
have felt that we must utilize those funds
where they are needed, and when they are
needed, regardless of what area of the State
in which a problem might arise.

That is all I have to say."

"Thank you Larry."

"Mr. Chairman, along that same line, I
understand Mr. Terrell, Secretary' of the
Colorado Watershed Association, as well as
the South Platte is in the room. Some
action was taken by the South Platte Water-
shed Association at its meeting and with
the Chair's permission I would suggest
that Mr. Terrell be given an opportunity at
this time to comment on that."

"Yes, we would like to hear from Mr.
Terrell."

"The Colorado Watershed Conservation
Association, at its meeting, discussed the
South Platte situation in some detail and
Mr. Mills Bunger, who is also here, sub-
mitted a report 'Suggested Water Supply
Development for the South Platte Watershed
Area' to the Association. Mr. Bunger pointed
out that even though the South Platte por-
tion of the Missouri Basin in Colorado has
been in a position to have had construction
work done on it, very little construction
work has been done up to this time. As a
result of this discussion in the Association,
