I

I

MR. BARNARD,SR.:

MR. STAPLETON:

MR. BARNARD, JR. :

l<SU~

hope that we can have some type of a com-
plete report within sixty days."

"Might I add this, Mr. Stapleton. There
isn't anyone man smart enough to handle
this. When I said criticisms and suggestions
would be welcome, I wonder if the Board mem-
bers, after having studied this thing, have
any suggestions as to how it can be clarified
or strengthened in the language, or anything
else of this sort, I'd like to get them."

"I don't have a suggestion but I have a
thought. r know all the Board members re-
ceive the Colorado Water Congress Newsletter
and I thought that for lay members it did an
extremely good job of laying down some of
the ground rules in a sort of a Kiplinger
type of letter arrangement. I understand
Charlie Fisk writes this letter and he
should be complimented for it.

I'd like to know how far this goes.
Do the Legislators get this?"

"This gives me a beautiful opening. By
virtue of financial limitations, the news-
letter only goes to individual members and
one copy to sustaining members of the Colo-
rado Congress. In that connection I might
mention that applications for membership in
the Water-Congress are available over in my
office and the dues are $10.00 a year. We
do send them to all the newspapers. The only
free mailing is to the newspapers.

As I say, we kicked that around in the
Water Congress quite a little. We feel that
one of the most, perhaps the most important
thing we are doing in this Water Congress is
tied up with this newsletter. Just writing,
duplicating and mailing the newsletter is
not all there is to it. We have to have our
meetings to get the ideas, to get the back-
ground, to get the information. We pour it
into Charlie over there and we think he comes
up with a very fine product. The end result
is, as I say, we think it the most important
aspect of the whole program. However, if we
are to carry out our policy of a self-support-
ing voluntary organization, we have to have
money and the only way we can get the money
is through the individual and sustaining
