MR. STAPLETON:

Investigation Commission - you should have
all received them, Duane helped me dupli-
cate it - we find we have only two copies
left. Now if the Board feels that there
should be additional copies provided, we
saved the stencils and it is merely a mat-
ter of running them off. That is a matter
for this Board'to decide and the second
thing is that possibly the Board should
give some consideration to the extent to
which it should be disseminated.

The conclusions that are reached in
this memorandum I know are sound but they
'are not supported yet. It is like putting
our artillery into position and not having
enough ammunition."

on that question and Mr. Barnard's report
generally.

My first reaction, to start matters
out, would be that if there are going to
be some substantial additions, and I take
it there will be, to the factual matter
in this report, I would think it would be
perhaps better not to have wide dissemina-
tion of it unless you want suggestions
and criticisms from a wide group of people."

MR. BARNARD, SR.: "We want suggestions and criticisms
from anybody who can suggest and criticize.
This is too important a thing for any man
to do to the extent that he won't welcome
suggestions and criticisms."

MR. STAPLETON: "iVhat list would you take to dissemi-
nate this preliminary report - the Water
Congress? Would that be a good general
background or is that too wide for dis-
tribution?'"

MR. BARNARD, SR.:

"That perhaps'is too wide. The thought
occurred to me - I didn't have much thought
on this subject - one thought occurred to
me, to what extent would the Legislators
be interested in this? Should they receive
copies? I might say this, the map which,is
in the back, we had a hundred copies of it
made and fifty copies of the, report so we
only have fifty copies of the map left but
we could have more reproduced if the Board
wanted."
