I

I

l<SU<S

MR. STAPLETON:

"I would like to hear from the members of
the Board."

MR. PETERSON:

"Mr. Chairman, I would like to state that
a basis has been set for necessary investi-
gations and I am sure that Mr. Barnard is
right when he stated that this work should
have been done a long time ago and it is go-
ing to have to be done sooner or later. The
quicker it is done the better position the
State of Colorado is going to be in, and
therefore I would like to see this Board
take action to implement the four points of
investigation here for dissemination of ex-
isting material as outlined in Mr. Barnard's
talk this morning. I think it is necessary;
I think it should be started immediately.
I don't know about where the money is going
to come from to do all this work, but the
only source of funds is from the State Legis-
lature and I think the necessary funds to
carry out this investigation should be in-
cluded in our budget some way or the other."

MR. STAPLETON: "Mr. Barnard, have you and the Director
talked about the additional cost that may
be involved in this?"

MR. BARNARD, SR.: "Only in general terms, Ben. We haven't
got down to figures or anything of the sort,
as yet. We have been a little busy getting
the thing set up."

MR. STAPLETON:

"I am sure you have been. You and the
Committee should be commended for getting
it out in this fine shape at this early date.

I personally feel that this may be the
most important subject that the State Water
Board takes up in my career with it and I
am anxious, as I know all the other members
are, to implement as quickly as possible to
the fullest extent the work that the Inves-
tigation Commission has done. I would like
to hear from Larry as to where we stand
financially. If our budget is approved, can
we put these matters in motion?"

MR. SPARKS:

"Our present budget - the one we are
operating under now - is, I believe, suffi-
cient to complete any studies that we have
