<br />55 <br /> <br />I <br /> <br />"WID:REAS, the present methods for the detennination of the <br />cost ani economic justification of federal reclamation projects <br />provide an inadequs.te basis in many instances for the continuation <br />of the reclamation program and particularly do so in regard to <br />the numerous small but locally desirable projects; and <br /> <br />"WHEREAS, the federal Bureau of the Budget and the <br />Appropriations Committee of the federal House of Representatives <br />have directed critic al attention to these probl ems end to the <br />desirabil1 ty of appropriate clarification of the pertinent <br />provisions of the Reclamation Project Act of 1939; and <br /> <br />"WI!ERE!S, appropriations for federal reclamation projects <br />not only in Colorado but also in the entire West are seriously <br />threatened wi th adverse Bction unless sound principles of <br />financing reclamation projects are established and unless an <br />improved method is provided for determining the cost, <br />feasibili ty and desirabi 11 ty of reclamation projects; end <br /> <br />"'I'iHEREAS, the Board ha s con sidered certain bi 11 snow pendi ng <br />before the Federal Congress, to~t: S. 539 by Senator Butler. <br />and H. R. 1886 by Congressmen Rockwell, which are companion bills <br />designed to emend the Reclamation Project Act of 1939 so as to <br />remove the defects hereinbefore mentioned, and H. R. 1977 b,y <br />Congressman Lemke which is designed to give congressional <br />approval to certain existing procedures of the Bureau of <br />Reclalllltion; and <br /> <br />"WHEREAS, the Board has had presented to it and has <br />consid ered the statement of the Bureau of Reclamation in opposi tion <br />to s. 539 end H.
