The investigations are likely to con- <br />tinue into the spring of 1949, or longer. <br /> <br />AFTERNOON SESSION - MARCH 11, 1947 <br /> <br />I <br /> <br />The meeting recessed at 12 :30 P.Ii:. to reconvene at 2:00 P.Il. <br /> <br />The meeting reconvened and "'';s called to order at 2.00 P.M. by <br />Vic e-Clleirman Chri s Wall rich. <br /> <br />Regarding approval of the water survey of the South Platte sub- <br />basin, Mr. Pughe moved thAt the program be approved by the Board. <br /> <br />The motion was seconded by Mr. Dutcher and upon vote being taken <br />was unanimously 'passed and declared adopted. <br /> <br />Mr. Breitenstein presented the resolution drafted by the committee, <br />pertaining to a Colorado position on the proposed Rockwell legislation. <br /> <br />After consideration aI'.J.d correcti on, it was moved by <br />~"r. Smith and seconded by Yr. Bailey that the resolution, <br />as corrected, be adopted. <br /> <br />Upon vote being taken, the motion was unanimously passed and <br />declar ed adopted. <br /> <br />The resolution as adopted reads as follows: <br /> <br />"WHEREAS, too Colorado Water Conservation Board is <br />created for the purpose of aiding in the protection and <br />development of the waters of the state for the benefit of <br />the present and fu ture inlle bi tant s 0 f the state and is em rged <br />among other things with the du"W of investigating the plans, <br />purposes and activities of tr,e federal government which might <br />effect the waters of Colorado and of formulating and preparing <br />drafts of legislation, state and federal, designed to assist <br />in securing greater benefic;,al use and utilization of the waters <br />of th estate; and <br /> <br />"'I!HEREAS, the federal Bl.trea.u of Reclamation has construed <br />and is applying the Reclamation Project Act of 1939 contrary <br />to the intent of western reclamation interests, which were <br />instrumental in securing the passage of that act, in that the <br />Bureeu has adopted a formula 'for the basis of electric power <br />rates which provides for the capture of the interest, payable <br />on the cost of the commercial power features of a project, to <br />repay capital costs of a project and is applying such formula <br />to payout schedules of existing rec]alMtion projects; and <br /> <br />I <br />
