<br />53 <br /> <br />The meeting adjourned at 5:55 Monday, March 10, 1947, to reconvene <br />at 10,00 A.M., Tuesday, 1:arch 11, 1941. <br /> <br />I <br /> <br />MORNING SESSION - MARCH II, 1947 <br /> <br />The meeting was called to order by Vica-Chairmen Chris Wallrich <br />at 10:05 A.M., Tuesday, !larch 11, 1947. <br /> <br />Mr. Tipton axplained H. R. 18Wl introduced by Congressman <br />Hinshaw of California in the present pongress. <br /> <br />Mr. Tipton read, discussed and analyzed the bill, section by <br />section, and explained that the legisletion attempted to modify the <br />United States-~exico Water Treaty. He said this legislation could <br />vi tally and adversely affect the interest of, the State of Colorado. He <br />said if junior priorities in California were pushed ahead of the Mexican <br />water, Colorado would be in a dangerous position. He asked the Board to <br />take a stand outlining its position. <br /> <br />It was reoved by Mr. Dille and seconded by Mr. Smith <br />the t thi s Board instruc t and autrorize the Director and <br />officials of this Board to use every effort to defeat this <br />legislation end maintain the prestige of the Colorado River <br />Compact and the Mexic en Treaty in the best way they knoo <br />how. <br /> <br />Upon vote being taken the motio!: "'as unanimously pessed and <br />declared adopted. <br /> <br />Judge Stone reported on the status of the Upper Colorado River Basin <br />Compact negotia tio n. He exp lained no meetings of the Commi ssion would be <br />held unti 1 the Engineering Commi tt",e was ready to report. <br /> <br />I <br /> <br />Mr. Knights of Region 7, Bureau of Reclamation, submi tted the <br />report on the underground water study of the South Platte sub-basin, and <br />the overall investigation of the whole besin. The object of the survey is <br />to determine the future water supply of the basin area in Colorado, Wyo- <br />ming and Nebraska, a region in which available water is vastly over- <br />appropriated. The future progr8ll1 involves trensmountain diversion supplie s, <br />and comprehensive plans for using the additional flow. Mr. Lohman explained <br />the technicalities of the v'ork involved in the surveys, and expressed the <br />hope that federal funds "''QuId make addi tional help available. <br /> <br />Chief' .Engineer Patterson emphasized the importance of the survey, <br />to ascertain future water supply end to ena ble preparation of new weter <br />codes. He urged the Board to go on record approving the investigations, and <br />to cooperate in any ,,'ay possibl e. <br />
