<br />, ..52 <br /> <br />"RESOLUTION <br /> <br />"WHEREAS, this Board of Directors is the governing <br />body of the Northern Colorado Water, Cons ervancy Di stric t <br />which ha s contracted wi th the United States for the <br />construc tion of the Colorado-Big Thompson Project; and <br /> <br />"WHEREAS, changes in plsns and ri sing con struction <br />costs have increased the cost of the project beyorrl the <br />ori gin a 1 e stimat e s; and <br /> <br />I <br /> <br />"WHEREAS, legislation to amend the present Reclemation <br />Law, being $. 539 snd H. R. 1886, haa been introduced in the <br />Congress of the United States which wi 11 permit all such <br />Reclamation projects to repay in full their just obligations <br />to the Uni ted States by ~ xterxling the repayment periods and <br />reducing the interest rates on power costs; <br /> <br />"THEREFORE, BE IT If'Ii:REBY RESOLVED, that thi s Board of <br />Directors, aftar careful study and exand.nation of the pro- <br />posed legislation as it will affect the repayment progrBlll of <br />this project,'and being fully convinced that it will provide <br />a sound and honest solution of ell such repayment difficul ties, <br />unanimo'usly approves the purpose of the legislation and urges <br />upon the House.s of Congress the passage of the Bi.lls as <br />necassary to allow the important Reclamation program of the <br />West to proceed V'i. th full assurance to the country at large <br />that the .hisiUor:lic repayment record of Western Reclema tion will <br />be continued." , <br /> <br />It "'as moved by 1~r. Dutcher and seconded by 1"r.Bailey <br />that the above resolution be made a part of the record of the <br />meeting of the Colorado Water Conservation Board. <br /> <br />Upon vote taken the motion was unanimously passed and declared <br /> <br />adopted. <br /> <br />Discus sion revealed that "\;he Colorado-Big Thompson wes the only <br />one in the state presently affected by the repayment revision plan, as it <br />"'ss the only one involving power features. <br /> <br />Director Stone, in sunnnary, said he he ld the opinion "we ha va <br />got to do our own thinking in Colorado on reclamation."
