<br />51 <br /> <br />AFTERNOON SESSION - MARCH 10, 1947 <br />, <br /> <br />The meeting reconvened and was called to order by Vice-Chairman <br />Chris WaJlrich at 2:10 P.M. <br /> <br />I <br /> <br />Judge Stone reported he had been unsuccessful in reaching Com- <br />,missioner Straus by telepholle, or Assistant Commissioner Warne, Mr. Debler, <br />Director of Region 7, Bureau of Reclamation, wlls out of the ci ty, but Mr. <br />Blomgren, in charge, arranged to have Mr. Eynon and Mr. Lee appear before <br />the Board, later in the afternoon. ' <br /> <br />Mr. Tipton gave a report on the Conejos Proje,ct. He said the Bureau <br />of Reclamation had devised a plan to co st $4,000,000, accompli shing almost <br />as much as the $11,000,000 plan previously considered; and explained stepa <br />were now being taken for a stAge development of this unit of the San Luis <br />Vall ey project. <br /> <br />He reported on the Middle Rio Grande si tuation, and reviewed phases <br />of the Rio Grande Compact. He explained the nine-months sche.dule and the <br />twelve-months schedule. He discussed present status of project problems, <br />compact difficulties, end the recent activities of the Bureau of Reclamation <br />ani, the Corps of Engineers in the Middle Rio Grande area. <br /> <br />The Director seid that the lliddle Rio Grende develOplllents shoUld be <br />closely w~tched, to avoid having project euthorizations there provide pos- <br />sible interferel'lCe with fut1.!re San Luis Valley developlllents. He explained <br />that a Middle Rio Grande project would be using water for power that was in- <br />tended for irrigating in the San Lui s area. <br /> <br />Judge Stone reported also that legislation Was pendillg in Congress to <br />lifting lend limitation statutes on the San Luis Valley Project, as was done <br />on the Colorado-Big Thompson project. <br /> <br />Mr. Hezmalhalch reported on the meeting of the Costilla Creek Compact <br />COl1l1lli asi on. <br /> <br />I <br /> <br />Mr. Eynon, Mr. Lee and Mr. Stokes of the Denver office of the Bureau <br />of ReclAmation ware introduced end explained tha position of the Bureau of <br />Reclamation with respect to the Rockvrell Bil~. <br /> <br />Mr. Dille reported conclusions reached by the Northern Colorado Water <br />Conservency Distric t director s, and introduced the telCt of a resolution adopted <br />by his board in support of the Rockwell Bill before the Congress. <br />The resol ution read: <br />
