Consent WaS given f<;>r <br />Dan Hunter to sit in for Jud. ge 0' Rourke and Glenn Saund ers to sit in <br />for Mr. Bannister. <br /> <br />I <br /> <br />The Direotor reported thet one new it"1D, releting to the South <br />Platte Underground Water study, had been added to the egen~a of the <br />meeting, and wO'lllld be considered as a part of the secorn day's business <br />of the board when representatives of the Bureau of Reclamation and the <br />U. S. Geological Survey would be present. <br /> <br />GOvernor Knous presented a brief, informl statement to the <br />BOIl rd. He expressed keen intere st in water development, complimenting <br />the Board and its Direotor on their record and activi ties. The Governor <br />said he Was particularly concerned about the division of water of the <br />Co10redo river, end the stams of !SOme of "\he projeots. He urged adjust- <br />ment of the Colorado River Basin matter as early as possible. <br /> <br />The State's Chief Exeoutive said he, and the state in gerieral, <br />?IOuld depend greatly on the ded sions of the Board and the Director to <br />oarry .on the water development program. He urged that, as muoh as pos-. <br />sible, the general ppblic be it;rl'ormed about individual projects, to stimu- <br />late public interest in the State's. water progre.m. <br /> <br />The Director brought up the pending Rockwell Bill alld its rela- <br />tion to the Colorado -Big Thompson situation, saying that the matter must <br />be resolved in order to oontinue appropriations and make necessary adjust- <br />ments. He reported the oost of the projeot had gone to $128,000,000 and <br />that ther€l was need of some defini te detennination of a payment schedul e. <br /> <br />Governor Knous suggested the Board arrange to heer s spokesnan of <br />the Bureau of Reolamation. It was decided to ask ,the "Washington office <br />of the Bureau by telephone to designe te a Denver spokesman. Mr. Lee of <br />the Bureau's Danyer offioe WeS suggested as a possible spok€lsman, if <br />Washington approval could be obtained. <br /> <br />R. J. Tipton submi tted a background synopsi s of the Rockwell Bill <br />calling attention first to the 1939 Reclamation Act and explained <br />reasons for the Rockwell Bill following the opinions of the Solicitor <br />of the Department of the Interi9r on the interpretetion of the 1939 Act. <br /> <br />I <br /> <br />:.- <br /> <br />Mr. Tipton further explained the Colorado-Big Thompson payoff <br />schedule 'by referring to charts and graphs, com paring detail s of the <br />recommeDdations of the National Reclamation Assooiation. <br /> <br />He e1so disoussed the Collbran projeot, a multiple use projeot <br />for irrigation, power end municipal water in the Grand Juno tion area. <br /> <br />" <br />
