"I second the motion. May I suggest that
the motion include authorization for you
to transmit to. the Bureau the editorial
comments of Mr. Tipton in his third
recommendation for their consideration."

"Fine."

"As long as I have been associated with
the Water Board, I have been heartily in
favor of the Wagon Wheel Gap Dam and
Reservoir to aid the people in the San Luis
Valley. I am in favor of this resolution
as amended. However, I think that for the
benefit of those who might scrutinize this
record five or ten years from now, I might
say this: It seems to me that if we are
going to place those restrictions on the
project here, actual construction should
not begin until we are on the credit side
of the books."

"I said as a practical matter consent
agreements will not be executed until we
get on the credit side. You have the
same situation now existing with Platoro.
.The people down there want to use the
reservoir but they won't sign consent
agreements to store the water since any
water stored in the reservoir now would
automatically become debit water subject
to release for the downstream states."

Discussion on the matter. of getting out of the present
debt situation on the Rio Grande followed.

MR. DUTCHER:

"In other words, what I would like to say to
verify my position is that those who are in
charge down there and are vitally concerned
about this project should find some method
of getting out of debt in order to expedite
the construction of this project."
