"1 would like to have these matters taken
up ih my letter~-for example, the question
of the $184,000. The land owners do not
feel they should be required to repay this
and recommend that it be placed in a suspense
account. Also, there is the question 'of
authorization of other pump wells."

"Then this matter of Congressional re-
authorization. On the Platoro they didn't
have to get Congressional re-authorization.
We don't see why we should have to do this.
1 don't think it is necessary to say any
more about the Fish and Wildlife Report as
it is taken care of in this report."

"We have the two recommendations from the
Tipton report. Then there is the matter of
re-authorizat'ion, additional wells and
penstocks."

"We don't know whether penstocks are a
matter for this Board."

After discussion, Mr. Crawford made the following motion:

"I would like to move that the Board direct
the Director to prepare Colorado's informal
comments and include in these comments the
first two recommendations from Tipton's
memorandum; also, in the letter submitted
by Board Member Moses, that we include the
topic of prior authorization, the topic
with regard to additional wells, the topic
with regard to suspending the repayment for
the cost of power installations, i.e.,
penstocks."
