I

I

s"'.
--285

MR. HEZMALHALCH: "I think it is contemplated that the Governor
might declare an emergency and under that
authorization, direct the State Engineer to
curtail diversions."

MR. CRAWFORD: "Remember we are making informal comments.
This will come back at a future time for
formal comments. With that in mind, just
what would you feel that the Board should
comment on? We approve the report--that is
to start out with--then the first three
recommendations of Tipton's memorandum."

MR-. MOSES:

"The first two recommendations he thinks would
be covered by a resolution of this Board
approving the report subject to the condition
that we operate within the terms of the
Rio Grande Compact."

Discussion evolved concerning the capacity of the
sluiceways and outlet works as to their ability to meet
commitments of the Rio Grande Compact.

After this discussion, Mr. Moses made the following
suggestion:

MR. MOSES:

"How about stating it this way: Approve it
subject to a restudy of the capacity of the
outlet works and sluiceways and subject to
the preparation of a new operation study."

Some discussion centered around the Bureau's proposal
to include money to finance construction of one well in the
Mosca-Hooper area to provide water for lands in that area. It
was brought out that if one well proved to be satisfactory, the
desirability of developing considerable more use of the ground
water in this area by wells would then be indicated.
Mr. Roberts inquired as to"how much water was it possible to
develop in the area and Mr. Sweet replied that they hoped some
60,000 acre-feet might possibly be developed.

MR. CRAWFORD:

"We have the first two items we want to cover.
What would you suggest in addition to those?
Do you have other matters which you think
should be in these informal comments to the
Bureau?"
