AND, WHEREAS, compliance with the recommendations
of the U. S. Fish and Wildlife is not feasible and
would jeopardize the economic soundness of the project,

AND, WHEREAS, authorization should be made
initially for not less than 10 additional pumping
installations in the Mosca-Hooper area, in the
event the first such installation, after completion
and observation, proves satisfactory,

AND, 'WHEREAS, the landowners under the Project
should not be required to' pay for the installation of
penstocks and related structures for use in future
power developments,

AND, WHEREAS, the concurrent appropriation of
funds and authorization (should re-authorization be"
required) would save one year in the achievement of a
long-delayed project,

NOW, THEREFORE, BE IT RESOLVED:

1. That said supplemental report, with the
exceptions hereinafter noted, be approved;

2. That all possible effort be made to
avoid the necessity of re-authorization by either
the Secretary or the Congress;

3. That the recommendations of the U. S. Fish
and Wildlife Service, particularly with reference to
minimum flows, be not approved;

4. That authorization for lO additional wells
be included in the initial'authorization (should
authorization be required).

5. That the cost of penstocks and other
related structures for use in future power developments
be held in suspense to be charged against power
revenues when power is developed.
