JERMAN: <br /> <br />I <br /> <br />1~39 <br /> <br />Report on Colorado River Project Studies in <br />Colorado by Bureau of Reclamation <br /> <br />"We appreciate and thank the Board for the <br />wonderful trip of yesterday. Mr. Larson had <br />to be :in California at this ti~e. The trip <br />yesterday was of benefit to all of us. The <br />Gunnison, Cliffs-Divide and Yampa-White <br />are in what is called the "Alpine Area." <br />Our great problem there is concerning people <br />trying to make a living on 160 acres. An <br />important landmark is the passage of the <br />Colorado Storage Act by Congress. <br /> <br />The President has indicated his desire that <br />the participating projects be looked over by the <br />Agricultural Department. That is why the <br />Agriculture got additional funds to participate <br />in evaluating participating projects. Three <br />men were placed on the Board and they spent <br />several days in Denver. Mr. Harold Elmendorf <br />was the chairman, and the other members were <br />Mr. Lobenstein and Mr. Stewart. This will be <br />a nucleus of the first group with headquarters <br />in Delta. They will go to work immediately on <br />participating projects. It is expected there <br />will soon be a second group some place in Utah. <br />Probably the Colorado Water Board will hear <br />from these groups. <br /> <br />For stream-gaging, I would like to recall <br />what Mr. Bell said and I think it would be <br />well to give careful attention to these gages. Our <br />programming has to be done in advance. I think <br />the 1960 date Mr. Neilson talked about is <br />unfortunate. The current year we can guess <br />pretty close but on succeeding years, the time <br />estimates are subject to many changes. On <br />Curecanti, the engineers have been working for <br />some time. The Chief Engineer has been spending <br />some time on the dam designs arid they are still <br />being studied. Men have been in th~rea. We <br />must come up with our definite plan report;. <br />it must be approved by the Commissioner, but <br />because of the situation on the Curecanti we <br />will want to haveit very definite so that <br />immediate plans can be made. We ,hope something <br />will happen within the next year 'on Curecanti, <br />and we may have a study ready to present to the <br />next Congress." <br />
