<br />234 <br /> <br />'., .;'.. <br /> <br />. <br /> <br />Exhibit A <br /> <br />I DRAFT' <br /> <br />Scope of Services <br />Statewide Drainage and Floodplain Management Criteria Manual <br />Colorado Water Conservation Board <br /> <br />March 19, 2001 <br /> <br />Consultant <br />For the purposes of this Project, the consulting engineer (Consultant) shall be the firm of WRC <br />Engineering, Inc., a Colorado Corporation. The Colorado Water Conservation Board (CWCB) is <br />the project sponsor. The maximum State funding to the Consultant for this Project is $125,000. <br /> <br />Summary of Requested Work <br />The Consultant shall perform all necessary research, analyses, report writing, coordination, and <br />other tasks necessary to produce volume one of a two volume Drainage and Floodplain <br />Management Criteria Manual for the State of Colorado (Manual or Project). This document <br />will help guide local floodplain administrators, government engineers, consulting engineers, <br />developers, and others with drainage and floodplain related projects. In addition, it will help <br />provide some consistency in methodological approaches to hydrology and other technical aspects <br />of drainage and floodplain studies and projects. <br /> <br />. Authoritv <br />According to Section 37.60-106(1)(c) of the Colorado Revised Statutes, the Colorado Water <br />Conservation Board has the power and duty: <br /> <br />"... to devise and formulate methods, means and plans for bringing about the <br />greater utilization of the waters of the state and the prevention of flood damages <br />therefrom ..." <br /> <br />Proiect Location <br />The Project area is within political boundaries of the State of Colorado. In general, existing <br />programs and criteria manuals already implemented at local and district levels will not be <br />superceded by the CWCB's proposed statewide manual. For example, the Urban Stormwater <br />Drainage Criteria Manual published by the Urban Drainage and Flood Control District will not <br />be overridden by the state manual. However, many communities and rural counties in Colorado <br />have not developed or adopted criteria manuals, and are experiencing unprecedented growth and <br />development. The geographical focuses of the manual will therefore be those areas of the state <br />that do not already have adequate drainage and floodplain management criteria. <br /> <br />. <br /> <br />Obiective <br />The Project objective is to develop a comprehensive drainage and flood control criteria manual <br />for Colorado that contains sufficient information to assist users by providing reasonable <br />methodologies and approaches that: 1) standardize studies and projects to meet local, state, and <br />federal requirements, 2) unify study efforts for more consistent results, 3) provide technical <br /> <br />I <br />
