<br />233 <br /> <br />", '" <br /> <br />Discussion ' <br />Consultant COlltract: WRC Engineering, Inc. of Denver, Colorado is the selected consulting <br />firm to perform the necessary tasks to complete phase I of the Criteria Manual. The Scope of <br />Services for this study has been drafted and reviewed,iand the final version will be complete by ~ <br />the end of this month. The contracting process will begin in the very near future so that WRC <br />can get underway with the actual study tasks. <br /> <br />Steerillg Committee: I <br />CWCB staff plans to assemble a 10 to IS membet steering committee (technical advisory <br />committee) to aid in the development and final production of the Criteria Manual. Committee <br />members will likely be made up of representatives fr6m local and county governments, federal <br />agencies, ',private engineering firms, development companies, and other interest groups. The role <br />ofthe Committee will be advisory in nature, but non-vbting. <br />, <br /> <br />Phase I Topics: Topics to be addressed in phase I bf the Criteria Manual include: Colorado <br />flood history, CWCB rules and regulations, topographic mapping and field surveys, graphical <br />information systems (GIS), flood hydrology, riverine hydraulics, bridges and culverts, dams and <br />reservoirs, levees and other flood control works; floodplain management administration, <br />detention policy, permitting and regulations, and information resources. <br /> <br />Of these topics, the Board may be most interested in the chapters pertaining to the detention <br />policy and the GIS guidelines. The staff is prepared t<1 discuss these two particular topics during <br />the Board meeting, and is able to provide the board. with a general overview of the Criteria <br />Manual. ' <br /> <br />Presentation <br />Staff will provide the Board a brief presentation on th~ Criteria Manual's Chapter outline. <br /> <br />Action , <br />At this time, staff is advising the Board on the Ciliteria Manual development approach and <br />requesting endorsement from the Board for the ov'/lrall concept of the statewide floodplain <br />management and drainage criteria manual. Staffis al~o requesting feedback for any suggestions <br />that the Board may have related to this project. The ~taff will periodically update the Board on <br />progress related to this study.
