Chief, Flood Protection Section <br />Tom Browning, P.E., Flood Protection Staff <br /> <br />Date: March 13,2001 <br /> <br />Re: Agenda Item 17 - March 26-27, 2001, CWCB Meeting <br />Flood Criteria Manual <br /> <br />Introduction <br />The Colorado Water Conservation Board received authorization and funding in the amount of <br />$150,000 from the Severance Tax Fund Operational Account for a State Flood Criteria Manual. <br />The memorandum dated May 12, 1999 was a request from the Flood Protection Program for a <br />grant in the amount of $150,000 to complete phase I of a statewide floodplain management and <br />drainage criteria manual (Criteria Manual) for Colorado. Currently, the CWCB staff is moving <br />forward on this project, and would like to provide the Board with an update of the latest <br />activities. Staff is also requesting Board endorsement of the staff approach for the Criteria <br />Manual. <br /> <br />ObiectIve <br />The objective of this study is to help guide local floodplain administrators, government <br />engineers, consulting engineers, developers, and others with drainage and floodplain related <br />projects. In addition, it will help provide some consistency in methodological approaches to <br />hydrology and other technical aspects of drainage and floodplain studies and projects. <br /> <br />Staff proposes that the Criteria Manual, once complete, be used on a trial basis for one year by <br />local governments that voluntarily adopt all or part of the Criteria Manual. This would serve as <br />the foundation for future floodplain management activities, and would help guide development in <br />the wise use of flood prone lands so that future flood-related problems can be avoided. Staff may <br />also recommend that the Criteria Manual be adopted in the future as part of the CWCB's "Rules <br />and Regulations. . ." for statewide use. <br /> <br />Flood Protection.
