Mr. Sparks: Mr. Chairman, the Two Forks project has been in the
preparation stage as far as the feasibility report is concerned for
several years. The feasibility report is nearing completion. Like all
projects today, the project is facing a good many problems, although
that is not new to this board. The project is extremely important to I
the future of the Denver metropolitan area. The primary purpose of the
project is to supply municipal water to the Denver metropolitan area.
The project would also provide some flood control benefits and con-
siderable recreational benefits. Since the project report is nearing
completion, we have asked Nr. Jim Ingles, Regional Director of the
Lower Missouri Region of the Bureau of Reclamation, to give us a status
report on the project. Jim.

Mr. Inqles: Thank you, Larry and members of the board. It has been
about two years since we gave you a status report on the project. As
Larry states, there have been several changes in the standards and
procedures under which we must now do our feasibility planning for
federal water resource development. Most recently, under the new
principles and standards we have developed a couple of alternates to
the original Two Forks site which caused quite a little interest in
the local area. Larry Nelson, who has been handling this project for
us out there, was to give this today, but he ended up with the flu
yesterday. I don't know whether it is some of these meetings that he
has been to lately that he got cold feet or he had cold something, so
anyhow he has the flu today and couldn't be here. .But in his stead
we have Kent Shuyler who has been with him at these meetings and I
believe Kent will be able to fill you in on just where we stand on the
project.

Mr. Stapleton: Thank you, Jim. Kent.

Mr. Shuvler: Gentlemen of the board, first of all, we wish to thank
you for the support and cooperation that we have had over these past
years on the Upper South Platte Unit study. We wish to particularly
thank Nick, here, for the work that he has done. In our reformulation
process we have set up a hearing committee of state and federal agencies
and private citizens. Mr. Alan Foster of the Denver Regional Council
of Governments has been our chairman. Mr. Foster became quite ill this I
winter and has been away from us for several weeks and Nick has filled
in quite ably as the chairman of our group and handled a couple of
meetings, public information type meetings, where the majority of the
crowd were landowners in the areas that we were talking about. It was
a rather difficult meeting, but Nick did a real fine job for us.

The feasibility study on Two Forks has been under way since 1966. In

-2-
