<br />I <br /> <br />I <br /> <br />the,1969 to 1970 period we were nearing completion of our study and <br />things began to happen. In 1969, the passage of the Environmental <br />Protection Act came along. This caused us to stop and take a look at <br />our project, coupled with concern by some of the private citizens. <br />Based on that, we formed an advisory citizens group, and from that we <br />had the recommendation to do an environmental study of the area, which <br />we did. We did this under contract. This past summer in August, the <br />President signed the new principles and standards for water resource <br />planning. Coupled with these new standards and the environmental con- <br />cern, our Washington office felt it was necessary that we reformulate <br />the Two Forks project using the new principles and standards. <br /> <br />Mr. Stapleton: May I interrupt a minute? Are you; having difficulty <br />hearing back there? <br /> <br />Mr. Shuyler used a projector and slides to illustrate this part of his <br />presentation. <br /> <br />Mr. Shuvler: We will try to cover two subjects here. The first part <br />of our presentation will explain to you a little about what multiple <br />objective planning or MOP is and how it has affected the Two Forks <br />study. We have two objectives that we look at - environmental quality <br />or the EQ plan and the national economic development or NED. As we <br />look at each of these, we also must consider the social factors and the <br />regional development factors. Now each of these objectives is made up <br />of components. A component is really the same thing that we used to <br />call functions. M & I water is a function, irrigation is a function. <br />Now we call them components. <br /> <br />(slide) One of the major things that we do under MOP is we have a lot <br />more public participation than we have had in the past. As I said, we <br />have set up a steering committee for the Upper South Platte Unit made <br />up of the federal and state agencies, local agencies, the county <br />planning commissions in the areas that we are looking and special <br />interest groups that range from Trout unlimited, Sierra Club, environ- <br />mental type, to the Denver Chamber of Commerce, to representatives of <br />the landowners in the areas that we are looking at. (slide) We have <br />divided the steering committee into working task forces. The task <br />forces are made up only of technical people and we have five of them. <br />We will discuss these in a little more detail later. We have a non- <br />development, nonfederal management plan formulation and an environ- <br />mental rating. I might take a minute to mention that particular one <br />here. We have a team that is rating the environment of all the alter- <br />native sites, and they have to do this three times. They have to rate <br />it as it is now, as it would be in the future if no project were <br /> <br />-3- <br />
