OPERATIONS MAINTENANCE & REPLACEMENT REVIEW COMMITTEE

DRAFT BYLAWS

ARTICLE 1 - COMMITTEE

Section 1. Authority
This Committee is organized pursuant to Public Law 106-554 and related contracts, between the United States,
the Animas-La Plata Water Conservancy District (District), the San Juan Water Commission (Commission), the
Navajo Nation (Nation), the Southern Ute Indian Tribe (SUIT), the La Plata Conservancy District (LCD) and
the Ute Mountain Ute Tribe (UMUT), and State of Colorado. The contracts prevail over any conflicts between
them and the bylaws.

Section 2. Name of Committee.
The name ofthe Committee shall be the Project Operations Committee (Committee)

Section 3. Purpose of Committee.
The purpose ofthe Committee is to ensure proper Operation, Maintenance, and Replacement (OM&R)
~tivities ofthe Animas-La Plata Project. Initially, this committee will determine the appropriate entity to
.ntract with Reclamation for the operation and maintenance of the Project Works and the development of a
common understanding among the Project beneficiaries of the appropriate level of annual operation,
maintenance and replacement (OM&R) activities to be performed on the Project Works to assure the Project's
long term operational integrity and public safety. Ultimately, this Committee will oversee the ongoing
operations, maintenance, and replacement activities of the Project Works, providing consultation and
coordination among the committee members on such items as annual OM&R funding, maintenance schedules,
and public safety issues.

Section 4. Committee Members.
The Committee shall consist of One Member and one alternate (Member) appointed by each of the following:

Each organization shall appoint its own member and alternate and notify the Committee in writing of its official
.presentatives by January 15 of each year.
