STAPLETON: <br /> <br />"For those of you who wish to follow what is <br />said at the meeting in connection with the staff <br />appraisal of this proposition, there are three <br />different mimeographed copies of things which <br />will be referred to, over here on these desks, <br />which you may pick up now if you like." <br /> <br />I <br /> <br />"Gentlemen of the Board, we have a proxy <br />from Mr. W. M. Williams asking Mr. J. K. Smith <br />to sit in in his place. He is on vacation this <br />week and unless I hear some objection, we will <br />be glad to welcome Mr. Smith again to the Board. <br /> <br />I would like to set what I consider to be my <br />ground rules for the conduct of this meeting and <br />if any of the members of the Board disagree about <br />my philosophy, I wish you would explain it and <br />state it at this time. In reviewing the minutes, <br />however, of our last meeting, I think it is gen- <br />erally the concensus of this Board that this <br />meeting is being held not to consider private or <br />public power as such, but only what revenues can <br />be derived from the system which will be of the <br />most ultimate benefit to the irrigation and <br />development of the water resources of this state. <br />And I believe that if we conduct our examination <br />and our decisions on that basis, we will be ful- <br />filling our responsibilities as members of this <br />Board. <br /> <br />If you recall, at our last meeting at La <br />Junta, Mr. Sparks stated that as of that morning <br />there was utter confusion and total disagreement <br />pertaining to this problem. Since that time the <br />staff has been working continuously in trying to <br />bring some order to this technical and confusing <br />question and I would like at this time to have <br />Larry give us the results of his work during the <br />past two years. <br /> <br />I <br /> <br />This meeting has been called because our <br />Congressional Delegation believes that this <br />Board should take a stand on the transmission <br />lines as a guide to their action in Congress and <br />we have certainly never shirked our responsi- <br />bility in the past.
