SPARKS:

L"'i:,J.J.

should be conducted I would like to hear about it
from any of the members of the Board. I believe,
however, from the review of the minutes that that's
certainly the way most of us feel, or all of us
feel, at this time."

"Mr. Chairman, do you plan to restrict state-
ments from the group in the chairs back here to
only those who have signed up here?"

"Well, I'd like to have everybody that is
going to speak, sign, but I don't think we want
to restrict anyone from speaking. I just felt
that if it's going to be a long meeting or has
to be continued past today, we ought to know
about it now. vie have only three speakers at the
present time who have indicated a desire to speak.
I think we will certainly let anybody speak their
piece. I only thought for orderly development
of the morning and the afternoon we ought to know
at least how many people we approximately have."

III see.1I

"Wi th those preliminaries out of the way,
Larry, will you tell us what you have been doing
and the results so far?"

"Gentlemen, as a preface to my remarks I
will call attention to some sketch maps on the
board. Mr. Kuiper will point out the various
points of locations which I may call attention to
in the presentation I make. Closest to Mr. Kuiper
is a system which is called the 'All-Federal Power
System', illustrated by the black tape. That is
the proposal which is sometimes called the
'yardstick system' which we will refer to as the
all-federal system. To the right of that, as
you face the board, is the so-called proposal or
'combined system' I should say, which involves a
proposal by five investor-utility companies to
construct certain transmission lines which will
be needed in the transmission of power from the
turbines and generators of the Colorado River
Storage Project. The red lines indicate the new
lines which it is proposed the investor-owned
utility companies will construct. You can see
