If <br />you will just pass these around. <br /> <br />Mr. Chairman, I appreciate very much the <br />opportuni ty to be heard here this morning. vIe <br />are certainly sorry to hear the remarks of Mr. <br />Sparks. To my knowledge Mr. Sparks' comments are <br />the first criticism of our company made by any <br />public official in this state. ! deeply regret <br />Mr. Sparks' attitude towards our company. We <br />have tried to perform our responsibilities in <br />this state as a citizen of this state. We have <br />tried to participate in the meetings before this <br />Water Board as co-equal interested parties in <br />water matters of this state. I just simply want <br />to say with respect to some of the remarks that <br />Mr. Sparks made, I am very sorry that he feels <br />that way about our company. I'm glad that his <br />opinion is not shared by any other public official <br />of this state. But that's not what you are here <br />to listen to this morning. I think Senator <br />Johnson has summed up the crucial proglem before <br />this Board and that is, what is the effect of <br />this matter on water assistance? <br /> <br />I <br /> <br />That's what I want to talk about a little <br />this morning but before I do that,! want to say <br />that the problem before Congress in this matter <br />is a little different than the problem before <br />this Water Board. I realize that our Congressional <br />delegation has asked for the opinion of this Water <br />Board but I would also like to suggest that the <br />problem before our Congressional delegation is a <br />little different than the problem before the <br />entire Congress of the united States. I would <br />like to go back and remind the Board that we did <br />not sneak into this issue under the tent. As a <br />matter of fact when this legislation was brought <br />before the Congress in 1954 and in 1955 all of <br />the companies which I represent appeared in sup- <br />port of this project and offered a program of <br />cooperation to this project. <br /> <br />I <br /> <br />I would like to read in entirety to this <br />Board the comments of the Interior and Insular <br />
