The Congressmen constantly <br />look to this Board for decisions to be made in <br />matters pertaining to the water development of <br />this state, and this is the most important matter <br />pertaining to the water development of this state <br />that this Board has ever had before it." <br /> <br />MR. BARlilARD, JR.: "I want to say that they have their office <br />staffs and they also have people working with the <br />Interior and Appropriations Committees and they <br />have tremendous staffs who are very competent <br />people. Of course, I think it would be very <br />convenient in this kind of a political hot potato, <br />to be able to say 'Well, this is what the State <br />of Colorado wants so this is what I am going to <br />go for and not incur the risk of being criticized <br />by either side'. I still don't think it's up to <br />us to decide this question." <br /> <br />MR. STAPLETON: <br /> <br />"Mr. McCandless, do you have something more <br />to say?" <br /> <br />MR. MC CANDLESS: <br /> <br />"I feel that if our people in Congress ask <br />us a question that we certainly should be courteous <br />enough to answer it and tell them the way we feel <br />about it." <br /> <br />MR. I feel that is <br />what all of us are going to have to do because <br />once we make our mind up and say something, I can <br />assure you that this will be used as the criterion <br />in every other state in every other negotiation. <br />So I feel that when people vote on this motion <br />they have to m~ce up their minds firmly and <br />resolvedly that it's either black or white be- <br />cause we are going to live a long time with this <br />decision if it's made." <br /> <br />MR.
