..tqqtj

MR. MILLER:

MR. STAPLETON:

GOV. JOHNSON:

'.'and"I'feel it's a mistake for us - none of us are
experts in this political field and we have the
staff recommendation. This sets and it will
never be changed and that' s fine. I think that
the only basis upon which any of us can cast a
vote properly upon this proposal, if we have to
decide between the investor owned utilities and
the Bureau proposals, is on the basis of political
philosophy and I don't think this is the place
for that kind of a debate or a decision."

I

"Mr. Chairman, first of all I'd like to
express my appreciation as a Board member to the
Director and his staff for doing this work. I
commend his courage in stating a forthright con-
clusion. There are undoubtedly many people who
don't relish this report. However, as a Board
member I am asked to make a choice here. I
have read a great deal of this material (I
haven't read it all), I have listened to the
matter as discussed at previous Board meetings
and I do think, before I am asked to vote, I
would like to hear the comments of those who
are for the investor owned systems if they have
anything additional to present at this time."

"Before we go into that I think I'd like to
hear, if the Board concurs, from Senator Johnson
who has worked closely with this problem and who
is our representative on the Upper Colorado River
commission. I' d like to have his, thoughts. "

"Mr. Chairman and members of the Board, I've
lived with this thing a long time as most of you
know. Senator Milliken and I introduced three
bills for this Storage Project. None of them
were acted upon but they were before the Congress
and we've been talking about them for years and
years. And then when this final bill that did
pass was before the Congress, I didn't think
that the bill provided equities for the State of
Colorado in the building of our participating
projects i~asmuch as we furnish 72% of the water
and inasmuch as by state compact we were given
the use of 51.75% of the water. I felt that the
energy created by that water should be divided up
among the states and the State of Colorado should

I
