BARNARD, JR.: "Mr. Chairman, I feel this way about it and <br />I'll be as succinct as possible. I think this <br />is very definitely a battle of political philoso- <br />phies. It's one that is going to have to be <br />decided by the United States Congress. They've <br />got a large staff at their disposal - all of the <br />committees do - to analyze these various propo- <br />sals and I am sure more thoroughly than we are <br />able to do here and I feel this Board is making <br />a serious mistake by becoming involved in this <br />controversy. Mr. Sparks says from their studies <br />they feel this way; others from their studies <br />feel other ways; and there certainly are some <br />discrepancies that have not, as far as I am con- <br />cerned, been answered, in the application of the <br />costs, etc., to the various systems. <br /> <br />MR.
