"Has our consultant, Mr. McClellan, been
advised of this proceeding? Does he work with
you and does he agree with the conclusion you
just expressed?"

"Mr. McClellan has worked with us now for two
years. He does agree with the position that we
have taken.

I might say that a private, reputable
national engineering firm was also employed by
the federal government and they concurred. I
might also add that both the Eisenhower and
Kennedy administrations concurred in the all-
federal system."

"Referring to this analysis of the poncha
Junction-Pueblo transmission line, what is the
difference between the one you gave me and the
one you are talking about?"

"The substation - we put in the substation
which we had left out of the first analysis. I
forgot you didn't have the corrected one."

"I'll open it up for discussion among the
Board first, if I may. Mr. Peterson."

"I would like to make a motion, Mr. President,
and if it is seconded, I think we can open it
up for discussion. Is that proper?"

"I think so."

"That being the case, I would move that this
Colorado Water Conservation Board go on record
as approving the recommending of the all-federal
transmission system as proposed by the Bureau of
Reclamation and in addition, an extension of the
line from Sigurd to Central Utah, as part of the
all-federal transmission system."

"It has been moved. Do I hear a second?"

"I'll second the motion."

"It has been regularly moved and seconded.
