Have the investor <br />utilities been advised and the Bureau, etc.?". <br /> <br />I <br /> <br />"~Je have worked with all agencies throughout <br />the investigations during the past two years. <br />All parties that we have worked with have been <br />extremely cooperative. We have no criticism of <br />the cooperation that has been given us either.by <br />any of the Public Service companies or by the <br />Bureau of Reclamation. I would say, as a mat~er <br />of fact, that the information has been harder <br />to come by from the Bureau of Reclamation than <br />it has from the investor utilities. I will say <br />this again, all the people with whom we have <br />worked are highly competent people, either on <br />the part of the utility companies or the Bureau <br />of Reclamation - highly competent and skilled <br />people. The difference comes, not from real <br />differences, but from a basic conflict that we <br />are caught in - this conflict between private <br />and public power. So the people who work for <br />the Public Service Companies, their entire <br />philosophy is to fight public power. That's <br />where we are caught, and bear in mind this fact, <br />that all .we are talking about, by everyone's: <br />admission, is only 6% of the power demand in <br />this area by 1980. Only 6% - that's all we'r~ <br />talking about. I don't think that's going to <br />put the utility companies out of business. Over <br />the period of study through 2049 it is probab;t.y <br />less than 1%. That's all we are talking about. <br /> <br />Therefore, what we are caught in here - <br />the water users of these four states - is a <br />battle between, or of, philosophies, of private <br />versus public power. And that's something we: <br />have no control over as far as this Board is <br />concerned. Congress has dictated that the pre- <br />ference users have the first call on this power. <br />That, gentlemen, is our opinion of why these , <br />conflicting statements and conflicting figures. <br /> <br />I <br />
